In 1979 QS Technologies (then Q. S., Systems Group) was founded by public health professionals who had the vision of improving Patient Care, Clinic Management and Agency Management through integrated data systems. We recognized that while public health programs were often funded through categorical grants with unique reporting requirements, the programmatic approach to information management led to poorer patient care because of the lack of medical information sharing between clinics, inefficient patient intake with the same information being asked of the patient in each clinic, and long patient wait times because of the poorly-managed clinic resources. Immunization rates were low because immunization records were not available in every clinic, leading to missed immunization opportunities. Clinic staff were spending time on report tabulation and third-party claims processing rather than providing medical services. Lacking a unified data system, agency managers could not view resource utilization across clinics and plan accordingly.

We have chosen proven technology over hype, and functional software that allow users to get their work done over the latest fads. As the complexity of the business of public health has increased, QS has striven to simplify what users must deal with.

Now for over 25 years, QS has developed software solutions for Public Health agencies with integration as the central theme. However, integration is not just integration within our software or within a single agency. QS pioneered real-time two-way data exchange with immunization registries using HL7; we provide HIPAA compliant electronic claims processing; and we will shortly be releasing our PHIN compliant notifiable disease reporting module.

We have learned that it is important both to talk and to listen. Through our experience, we know what works and what doesn't work. We can provide valuable insights to our customers, but we also have to listen to their needs. This synergy between ourselves and our customers to provide a complete solution is symbolized by our company name, QS which is from the Latin quantum sufficit (to make sufficient).

The mission of QS Technologies is, then, to serve public and community health agencies through consulting, computerized management information systems and training. Our approach to management information systems is to design and deliver COTS solutions with the flexibility to meet the varied needs of customers in the United States and Canada. The software we will focus on is medical health clinic software, immunization registries, and vital records. Our product lines supporting this focus are the Patient Care Management System (PCMS), Insight clinic management software just for public health™, Insight-MPI - Deduplication services and Master Person Index, and the QS Technologies Vital Records System (QSTVRS).

In the future we will develop and enhance our systems analysis and consulting capabilities, as well as offer expanded implementation services. We will expand the functionality of our present software offerings. We will be looking to Intranets and the Internet as a way of bring data in a familiar form to more users and will facilitate data interchange by using standards such as HL7. We are committed to introducing new technologies into our products as those technologies prove themselves and as they provide benefits to our customers.

We want to be the vendor of choice for public health and community health agencies, both in the present and for the long term.
